VIES VAT ID Verification: Verify Greece Tax Registration Number

An unverified Greek value-added tax (VAT) number can cost you real money. Quote a supplier’s invalid number on an intra-EU (intra-community) sale, and the tax authority can deny your input VAT deduction, reject zero-rating, and add interest and penalties. The fix is quick. Verify every EL VAT number on the European Commission’s VIES (VAT Information Exchange System) portal before you send the first invoice.

The verdict: check the number, keep the proof, and re-verify at least quarterly. VIES is the EU-wide tool for confirming VAT registration, and the same validation process applies across the EU. This guide covers the format, an offline checksum, the step-by-step lookup, a troubleshooting map, and how to scale checks in supplier onboarding.

What Is a Greek VAT Number (ΑΦΜ) and How Does It Relate to VIES?

The ΑΦΜ (Αριθμός Φορολογικού Μητρώου, or Tax Registration Number) is the 9-digit tax number that AADE, Greece’s Independent Authority for Public Revenue, issues to every Greek taxpayer. The EL VAT number checked in VIES is that same ΑΦΜ with an EL prefix added. They are related, not interchangeable.

AADE issues the ΑΦΜ under Article 11 of the Tax Procedure Code (Law 4987/2022), per AADE’s official VAT-VIES validity guidance. A VIES result confirms EU cross-border VAT registration status. A Greek tax registration certificate is a national AADE document that proves registration in Greece. It does not by itself prove VIES enrollment. One quirk trips people up: Greece’s ISO 3166 country code is GR, but its VAT prefix is EL, an EU exception.

What Is the Greek VAT ID Format?

A Greek VAT number is EL plus 9 digits, 11 characters in total, with no spaces or dashes. The first 8 digits identify the taxpayer, and the 9th is a check digit. The example EL123456789 is a format illustration only. It fails the check-digit test, so it is not a registered number.

How Do You Check If a Greek VAT Number Is Valid Offline? (The Checksum)

You can pre-validate any Greek VAT number offline before you query VIES. Apply the public modulo-11 check-digit algorithm to the first 8 digits, then confirm the result matches the 9th digit. This catches typos and fabricated numbers without a network call. Note that the European Commission does not officially publish Greece’s method.

The widely used algorithm, documented by the Greek educational reference aepp.edu.gr, works like this:

  1. Take the first 8 digits.
  2. Multiply each by a weight, left to right: 256, 128, 64, 32, 16, 8, 4, 2.
  3. Sum the products.
  4. Take the sum modulo 11.
  5. If the result is 10, the check digit is 0. Otherwise it equals the result.
  6. Compare with the actual 9th digit.

1,688 modulo 11 equals 5. The check digit is 5, which matches the 9th digit. EL094277965 passes. Note the European Commission’s TIN specification lists Greece’s check-digit method as “not publicly available,” so treat the offline check as a first filter, not a legal confirmation.

How to Verify a VAT Number in Greece on the VIES Portal (Step-by-Step)

Go to the European Commission’s VIES validation page, choose EL (Greece), type the 9 digits, and submit. A valid number returns the registered business name and address. Enter your own requester VAT number too, so VIES issues a consultation number you can keep as audit-grade proof.

  1. Open the VIES VAT number validation page.
  2. Select EL-Greece in the member-state dropdown.
  3. Enter the 9 digits with no spaces or dashes.
  4. Enter your own VAT number in the requester field.
  5. Submit and read the result: valid returns the name and address.
  6. Record the consultation number VIES issues.

The consultation number is stronger evidence than a screenshot because it is a verifiable record from the Commission’s own system that you checked a specific number on a specific date. The Commission recommends you keep a record of each validation in case of a tax audit.

What Does a VIES Result Actually Confirm? (VIES vs Domestic Validity)

VIES confirms enrollment for intra-EU (intra-community) trade, not domestic tax standing. A Greek business can hold a fully valid domestic ΑΦΜ and still show “invalid” on VIES because it never joined the intra-community register. Treat “invalid” as a prompt to ask the supplier, not as proof of fraud.

Many small Greek businesses that trade only domestically are never entered in the intra-community register. Ask the supplier to confirm VIES/intra-community registration with AADE, which routes Greek VAT validity checks through the Commission’s VIES service. Why Is My VIES VAT Number Showing Invalid?

The most common causes are member-state database downtime, a lack of intra-community registration, and formatting mistakes such as GR instead of EL or a missing leading zero. VIES is a search engine, not a database, so it queries AADE’s system live, and a service error is often misread as “invalid.”

Distinguish “No records found” from “Inactive.” The first means not yet or never registered in VIES. The second means the number was valid and is now deregistered or suspended.

What Happens If You Skip VAT Verification? (Penalties and Input VAT Risk)

Quoting an invalid VAT number on an intra-EU sale risks losing zero-rating, denied input VAT deductions, plus interest and AADE penalties. A valid customer VAT number is a substantive condition for zero-rating cross-border business-to-business supplies under the EU VAT Directive (2006/112/EC).

Two scenarios matter. First, if the number was invalid at the transaction time, the deduction or zero-rating is at risk outright. Second, if the number was valid at the transaction time but cancelled later, your dated VIES consultation number is your good-faith evidence that verification was performed.

How Does a Foreign Company Register for VAT in Greece?

Foreign companies register with AADE to obtain a Greek ΑΦΜ and VAT number. Non-EU businesses must appoint a fiscal representative in Greece, while EU-established businesses can register directly. Registration alone is not enough. You must also enroll in the intra-community (VIES) register before the number validates for cross-border trade.
