How To Get A Michigan Business License: Complete Guide

Does Michigan Require a Business License?

No. Michigan has no general statewide business license. What you need is a stack: occupational licenses from the Department of Licensing and Regulatory Affairs (LARA), a sales tax license from the Michigan Department of Treasury, city or county permits, and federal permits for regulated industries. The LARA license and permit directory organizes requirements by profession and activity, not by one generic license.

So the real task is not finding “a Michigan business license.” It is working through the layers that apply to your specific business.

Who Needs a Michigan Business License?

Your obligations depend on what you do and where you do it. A regulated profession needs a LARA license. Selling taxable goods needs a sales tax license. A physical or home-based location needs city zoning and permits. Alcohol, firearms, food, or aviation trigger federal permits. Most businesses face two or three layers at once.

How Do You Get a Business License in Michigan Step by Step?

You form the entity, get a tax ID, then license by activity and location. The six steps below run in order, and entity registration in Michigan goes through LARA, not the Secretary of State as in many other states.

  1. Choose your structure and North American Industry Classification System (NAICS) code.
  2. Register the entity with the LARA Corporations Division (Corporations, Securities & Commercial Licensing Bureau, CSCL).
  3. Appoint a Michigan resident agent, required for every LLC and corporation and for foreign entities, under Michigan Compiled Laws (MCL) 450.4207 and 450.1241.
  4. Get an Employer Identification Number (EIN) from the IRS.
  5. Register for a sales tax license through Michigan Treasury Online (MTO).
  6. Apply for LARA occupational licenses via the Michigan Professional Licensing User System (MiPLUS) and local permits via your city clerk.

Which Professions Need a State License Through LARA?

LARA licenses regulated professions through two main bureaus. The Bureau of Professional Licensing (BPL) handles health and occupational professions through MiPLUS. The Bureau of Construction Codes (BCC) licenses builders and electrical trades through the state’s Accela portal. BPL regulates 28 health professions with more than 400,000 licensees and 14 occupational professions serving nearly 300,000 professionals.

Cosmetologist / barberBPL via MiPLUSApproved training hours plus written and practical examsBPL occupational licensing

MiPLUS replaced the legacy eLicense system for most professions. A residual set still runs through eLicense, including mortuary science, polygraph examiner, security guard, and ski areas, so confirm your portal before you apply.

How Do You Avoid LARA Licensing Scams?

LARA warns of fraudulent emails impersonating officials, such as a fake “LARA Enforcement Notice #83700.” LARA never requests credit card numbers or personal information by phone, text, email, or letter. Report suspected fraud to LARA-Safety@michigan.gov. The warning is published on LARA’s identity protection page.

Do You Need a Michigan Sales Tax License?

Yes, if you have physical or economic nexus and sell taxable goods or services to Michigan customers. Michigan’s sales tax is a flat 6% with no local add-ons, per the Michigan Department of Treasury. Registration through MTO takes about 10 to 15 minutes and costs $0. Check your exposure with the US nexus guide and look up rates with the sales tax calculator.

The term “Certificate of Authority” causes confusion here. In Michigan, a Certificate of Authority primarily means a foreign (out-of-state) entity’s authorization to transact business, filed with the LARA Corporations Division for its own fee, and the resident agent requirement attaches to that filing. The tax registration is properly called the sales tax license. For current Michigan rate and threshold detail, see the Commenda Michigan sales tax guide.

What Local Business Licenses Do Michigan Cities Require?

There is no uniform local license. Each city, township, and county sets its own rules and issues permits through its clerk or a licensing department. Detroit, Grand Rapids, and Lansing each run separate offices with different license types. Always confirm requirements with the local clerk before you open.

What Are Zoning Clearance and Occupancy Permits?

Zoning clearance confirms your business activity is allowed at your address. A certificate of occupancy confirms the building is safe for that use. Both are typically mandatory before you open a physical location, and both are separate from any municipal business license. Cities like Grand Rapids issue them through their planning and building departments.

What Is a Going Out of Business License?

Michigan requires a license before you advertise a going-out-of-business or closing-out sale. Applications go through the city, and Grand Rapids handles it through the City Clerk’s Office. The requirement exists to stop deceptive “closing” sales that never actually end. Confirm the process with your local clerk before advertising.

Do You Need a DBA in Michigan?

A DBA (doing business as) is a name registration, not a license. Sole proprietorships and partnerships file an assumed name with the county clerk in each county where they operate. LLCs and corporations file a Certificate of Assumed Name with the LARA Corporations Division. Registering a name does not grant permission to operate in a regulated field or locality.

What Federal Licenses Apply on Top of Michigan Licenses?

Some industries need federal permits regardless of state licensing. Alcohol, firearms, aviation, food and drugs, and agriculture all fall under federal agencies. State licensing never replaces federal clearance, and operating without it carries severe penalties.

How Much Does a Michigan Business License Cost?

Costs range from $0 for some state registrations to several hundred dollars for occupational licenses, with regulated industries running far higher. The table below lists verified state fees.

LLC Articles of Organization$50LARA filing fees
Corporation Articles of Incorporation$10 base + share-tiered ($50 up to 60,000 shares)LARA filing fees

Electrical contractor license$300BCC electrical licensing

Regulated industries such as cannabis and liquor carry substantially higher fees set by the Cannabis Regulatory Agency (CRA) and the Michigan Liquor Control Commission (MLCC). Confirm current amounts directly with those agencies before you budget.

How Long Does It Take To Get a Michigan Business License?

Timelines vary by license type. A sales tax license is near-instant, about 10 to 15 minutes through MTO. LLC and corporation filings take roughly 7 to 10 business days on standard processing, or 24 hours if expedited. Occupational licenses take days to weeks depending on exams and background checks. Local permits vary with inspections.

How Do You Renew a Michigan Business License?

Renewal is per-license, not one event. LLCs file an annual statement by February 15. Residential builder licenses renew every three years by May 31. Sales tax licenses renew annually by September 30 through MTO. Professional licenses renew on their board cycles through MiPLUS. Two years of missed entity filings can lead to administrative dissolution, per LARA.

What Are the Penalties for Operating Without a License in Michigan?

Penalties include cease-and-desist orders, civil fines, and misdemeanor charges for unlicensed regulated trades under the Michigan Occupational Code (MCL Act 299 of 1980). The exact fine depends on the profession and whether the violation was knowing. Regulators can also suspend or revoke existing licenses. Operating unlicensed in a regulated field is not worth the exposure.
