How to Register for a Sales Tax Permit in Michigan (2026 Guide)

If you sell taxable goods to Michigan customers and have nexus, you must register with the Michigan Department of Treasury before you collect any tax. Three facts settle most questions up front. Registration is free. Online registration through Michigan Treasury Online (MTO) is processed within about 48 hours. The state rate is a flat 6% with no local taxes, per the Michigan Department of Treasury sales and use tax page.

Michigan officially issues a “sales tax license,” but most searchers say “permit.” This guide uses both terms because they mean the same document.

What Is a Michigan Sales Tax Permit?

A Michigan sales tax permit is the state authorization that lets a business collect sales tax and remit it to the Michigan Department of Treasury. Michigan officially calls it a “sales tax license,” issued under the General Sales Tax Act (1933 PA 167, Michigan Compiled Laws (MCL) 205.51). Every retailer selling tangible personal property in the state must hold one.

You do not register for sales tax alone. Form 518 (Registration for Michigan Taxes) is a combined application that covers sales tax, use tax, and income tax withholding in a single filing, per the Michigan Department of Treasury. You register for Michigan business taxes once, and the sales tax license is issued from that filing.

Do I Need a Sales Tax Permit in Michigan?

You need a Michigan sales tax permit if you have physical presence in the state or cross the economic nexus threshold. Nexus is the connection between your business and Michigan that triggers a tax obligation. Marketplace-only sellers whose facilitator collects everything generally do not need their own license. Physical presence has no dollar threshold; it is triggered by presence alone.

What Is Michigan’s Economic Nexus Threshold?

Michigan’s economic nexus threshold is $100,000 in gross sales OR 200 or more separate transactions into Michigan in the previous calendar year, per the Michigan Department of Treasury’s Revenue Administrative Bulletin (RAB) 2021-21. Both prongs remain in force in 2026; Michigan has not repealed the 200-transaction test. Gross sales counts taxable and exempt sales together.

RAB 2021-21, issued December 21, 2021, is the controlling bulletin on remote-seller nexus, replacing RABs 1991-01, 2015-22, and 2018-16. The obligation took effect for sales after September 30, 2018, following the South Dakota v. Wayfair decision. Register free through Michigan Treasury Online at mto.treasury.michigan.gov. Most online registrations are processed within about 48 hours, and you can print the license directly from your MTO account once processed. The Michigan Department of Treasury charges no fee for either the online or paper path.

What Are the Steps to Register Through MTO?

  1. Gather your business details and responsible-party information.
  2. Create or log in to your Michigan Treasury Online account.
  3. Complete Form 518 (Registration for Michigan Taxes) online.
  4. Submit the application electronically.
  5. Print your sales tax license from MTO once processed.

What Information Do You Need to Register?

You need your legal business name, FEIN or SSN, entity type, addresses, contact details, and a responsible party’s identifying information. Nothing requires a fee or a supporting filing beyond the form itself. Have every item below ready before you start so the application clears in one sitting.

  • Legal business name and any DBA (doing business as) name
  • Federal Employer Identification Number (FEIN), or Social Security Number (SSN) for sole proprietors without employees
  • Business structure (sole proprietorship, partnership, LLC, corporation, or S-corp)
  • Michigan business address and mailing address
  • Business phone number and email address (required fields)
  • Business start date in Michigan
  • North American Industry Classification System (NAICS) code, available from the US Census Bureau NAICS lookup
  • Responsible party or officer details: full name, title or position, address, and SSN or Individual Taxpayer Identification Number (ITIN)
  • Estimated monthly sales (this drives your filing frequency)
  • Anticipated first date of taxable sales

What Sales Tax Exemptions Exist in Michigan and How Do You Document Them?

Michigan exempts sales for resale and sales to qualifying nonprofit and government purchasers. Sellers document exempt sales with Michigan’s Certificate of Exemption (Form 3372), kept on file rather than sent to the state. You declare exemption-related activity during registration; there is no separate exemption application.

Wholesalers register even with zero taxable sales so they can issue and accept resale certificates on tax-free purchases. When a buyer hands you a completed Form 3372, you accept it in good faith and retain it as proof the sale was exempt. Exemption status is stated on the registration application itself, not applied for later.

How Much Does It Cost to Register for a Sales Tax Permit in Michigan?

It costs $0. The Michigan Department of Treasury charges no application fee and no renewal fee for a sales tax license, whether you register online or on paper, per the sales tax license FAQ. Any source suggesting a registration payment step is wrong for Michigan.

How Long Does a Michigan Sales Tax Permit Take?

Online MTO registration is typically processed within about 48 hours, and you can print the license from your MTO account once processed. A mailed paper Form 518 takes 4 to 6 weeks, with the license sent to your legal address, per the Michigan Department of Treasury. After you submit online, check your email’s spam or junk folder for Treasury confirmations, which sometimes get filtered.

Does a Michigan Sales Tax License Expire or Renew?

A Michigan sales tax license is issued for the calendar year, valid January 1 through December 31, and Michigan renews it annually at no charge. Renewal has historically been tied to filing the annual return (Form 5081), so keep your annual filing current to keep the license active. Confirm the current renewal mechanism with the Michigan Department of Treasury when you file.

What Happens After You Register?

Treasury sets up your MTO account, assigns a filing frequency based on your estimated tax liability, and you must begin collecting 6% on taxable Michigan sales immediately. You file returns on the assigned schedule even in periods with no sales. Zero returns are still required.

How Do You Use Your MTO Account After Registration?

Log in at mto.treasury.michigan.gov to file returns, make payments, view your tax history, and print your sales tax license. Your company and responsible-party details are stored, which speeds up any later filings.

Every filer also submits an annual return on Form 5081 by February 28, regardless of assigned frequency, per the Michigan Department of Treasury. A compliance calendar helps track these deadlines across states.

Do Amazon and Marketplace Sellers Need a Michigan Sales Tax Permit?

Usually not, if 100% of your Michigan sales run through a marketplace facilitator. Michigan’s marketplace facilitator law, effective January 1, 2020 under Public Acts 145 and 146 of 2019, requires Amazon, eBay, Etsy, and Walmart to collect and remit sales tax on third-party sales. Marketplace-only sellers generally do not need their own license.

Mixed-channel sellers are the exception. If you sell through your own website in addition to a marketplace, you still need your own Michigan sales tax license for those direct sales. The facilitator only covers the transactions that flow through its platform.

How Do Out-of-State and Remote Sellers Register in Michigan?

Out-of-state sellers who cross the economic nexus threshold register the same way, through MTO, with no physical presence required. Multi-state sellers can instead register through the Streamlined Sales Tax Registration System (SSTRS), since Michigan is a full member of the Streamlined Sales and Use Tax Agreement (SST). One registration through SSTRS can cover multiple member states at once.

Michigan simplifies remote-seller compliance with one flat 6% statewide rate and no local rates to map, unlike Colorado or Louisiana. Does an LLC Need a Michigan Sales Tax Permit?

An LLC registers exactly like any other entity, through MTO or Form 518, using its FEIN. Forming the LLC with the Michigan Department of Licensing and Regulatory Affairs (LARA) is a separate prerequisite step. Tax registration does not create the entity; it only registers an existing business for tax.

Single-member LLCs taxed as sole proprietorships can register with an SSN, but a FEIN is recommended to keep business and personal tax identity separate.
